According to the constitution-CONGRESS is in charge of paying off national debt?
it says section 8 clause 1-
The Congress shall have power To lay and collect taxes, duties, imposts and excises, to pay the debts and provide for the common defence and general welfare of the United States; but all duties, imposts and excises shall be uniform throughout the United States;
To borrow money on the credit of the United States;
To regulate commerce with foreign nations, and among the several states, and with the Indian tribes;
To establish a uniform rule of naturalization, and uniform laws on the subject of bankruptcies throughout the United States;
To coin money, regulate the value thereof, and of foreign coin, and fix the standard of weights and measures;
To provide for the punishment of counterfeiting the securities and current coin of the United States;
To establish post offices and post roads;
To promote the progress of science and useful arts, by securing for limited times to authors and inventors the exclusive right to their respective writings and discoveries;
To constitute tribunals inferior to the Supreme Court;
To define and punish piracies and felonies committed on the high seas, and offenses against the law of nations;

No, sorry, I don’t get it. What’s your point? Congress has the power to tax, and the 16th Amendment gives them the right to tax income. So what are you getting at?
EDIT: Okay, yes, the Congress is responsible for passing legislation. Again, I have to ask, so what? Who do you think write the legislation the Congress passes? Presidents, that’s who. Congress doesn’t make policy, President’s do. Congress can agree or disagree, but ultimately the direction of the country is predicated on executive power, not legislative. So once again — what’s your point?
Yes, Jeff, you are correct that Congress is responsible for paying ALL debt of the Nation and not the President. Many today hear the President claim to have a law passed, when he did not but he did get some Congressperson to do this for him. He also used his office to pressure others to support it and to work for it. He did not personally do a thing but tell some his idea and told them to "make it so". Proper channels must be followed or the other two branches of government are called in to play on an issue.
Very good Jeff, continue to read and re-read the Constitution as only then can you get to the meaning which the founders intended. Also read the Federalist and Anti-Federalist papers to get further explanations. For a great source click the link below for it.
