Is it legal for coin dealers to sell counterfeit coins.

Is it legal for coin dealers to sell counterfeit coins. but label them as counterfeits on the holders?

When I was younger (around 10), I bought a bunch of old coins from a coin store. On one occasion, I bought a counterfeit walking liberty coin. On the holder that I bought it in, it says “Counterfeit W.L. Half- 1943″. It cost 5 dollars. Is that legal to do?
I was assuming it is legal- its just that I don’t see how the coin could be worth much. Could the coin actually be worth a decent amount of money?
