A man has .15 made up of 6 canadian coins with these coins, however, he cannot make change of a dollar, quarter, dime or nickel.

I don’t really understand the second part of your answer, but the combination i came up with is:
1-50C
1-25C
4-10C
which i guess fits your criteria (?)
He has one $0.50 coin, one $0.25 coin, and four $0.10 coins.
That’s six coins. He can’t make change for a nickel or a dime, because the smallest he has is a dime. He can’t make change for a quarter, because that would require a nickel, which he doesn’t have. He can’t make change for a dollar, either (try it).
