Canada is a constitutional monarchy, just like Australia. The queen is just a figurehead, but she has absolutely no powers except to appoint the governor general in canada, who has pretty much no powers either. So it’s just symbolic!

I don’t think they bare her image. Is she topless on Canadian currency? Since Canada is part of the Commonwealth, Canada’s Chief of State (different from Head of Government) is on the currency. She is depicted clothed, however, not bare.
