The Canadian $1 coin has a picture of a Loon on it, which led to it being nicknamed a "Looney". When the $2 coin came out, the rhyme of "Loo" and "Two" led to people referring to the $2 coin as a "Twoney" or a "Tooney".
It has nothing whatsoever to do with Looney Tunes.

Unfortunately, no. The Canadian Looney is called that because of the bird, the Loon, on one side of the coin. The Tooney is called that in conjunction with being associated with the $1 coin. But, the Canadian Politicians are often considered Looney Toons…
