Is it illegal to deface Canadian bills? The law seems to be outdated and states that one may not deface a Canadian coin.

I agree with you - the Canadian law refers only to coin. There is no specific reference to currency; some justice department lawyer may argue that currency is implied!
It’s generally illegal to deface any country’s currency, but how they gonna catch you if you do? The currency belongs to the government of the country. It’s technically destroying government property. I suppose you’re OK if you don’t go around announcing you destroy bills and coins, et cetera…
