It depends on where you’re located. Start with your local bank. Next try American Express Travel Services or Travelex. If you are a member of AAA - they might also be able to help.

If you still can’t exchange it (it’s in coins or something) you can always donate it to Unicef which accepts currency donations in any currency, and form through their Change for Good program:

There are registered legal shops dealing in forex exchange…………..do not be in a hurry or you might land up with counterfeit!
