i need to find out what kind of coin this is?!?!?

my boyfriend found this coin today. it looks like a canadian toonie but has a completely different language written on it. its all symbols but is obviously not chinese or japanese. the only thing i can u derstand is it had the number ten written on it. on one side is a picture of a mans face, slightly from the side. hes weaeing glasses and looks youngish. like thirties. on the other side it looks like a picture of a city with what appears to be a tall palace like building with smaller tall buildings surrounding it. can you please help me find out what sort of coin this is!? AND QUICK. i have to figure it out before my boyfriend does!
